    I can find books and videos on how to make bombs....doesn't make it legal.

    But seriously, I wouldn't trust my ability to make consistant batches if it was legal.

    not sure about local zoning laws,

    but i would say your homeowners insurance company would not pay out after a Bo-Bo in the making process.

    Making blackpowder indoors is not a good idea. Just do it in your back yard so if you have an accident it'll just damage a spot on your lawn and nothing in the house so there wouldn't be any need to get insurance involved.
